Prasar Bharati serves notice to channels over clippings

Prasar Bharati has slapped legal notices on private television channels for telecasting video clippings of India-Sri Lanka One-Day International, ODI, cricket matches without the prior permission of Doordarshan. Cracking the whip on private television channels for 'misusing' DD footage of the ongoing cricket series, Prasar Bharati said it will hereafter claim bills.

Prasar Bharati has paid RS 90 crore for exclusive rights from the Board of Control for Cricket in India, BCCI for the telecast of 12 ODI matches. Private television channels need to pay at the rate of RS 6,000 for every minute of telecast of DD's video clippings.

"We have invested public money to buy the rights of the telecast. Private TV channels cannot violate the copyright laws and make money by using DD's video footage. Under the news access rules, private TV channels can telecast DD's footage for not more than 30 seconds in a news bulletin. In any given day, the total telecast time of the footage should not exceed two minutes," Prasar Bharati chief executive officer K.S. Sarma said.

Addressing a press conference on Sunday, MR Sarma regretted that many TV channels had been using DD's clippings for their "exclusive" sports programmes. Prasar Bharati has approached Delhi High Court armed with a first hand report from a research agency which said as many as 14 top channels had used clippings of Doordarshan on October 25 when India-Sri Lanka ODI was played. He said any TV channel showing DD's clippings would be violating the copyright rules and inviting the contempt of court.
